Local Transport Note 2/08 - Cycle Infrastructure Design
This design guide brings together and updates guidance previously available in a number of draft Local Transport Notes and other documents. Although its focus is the design of cycle infrastructure,
parts of its advice are equally appropriate to improving conditions for pedestrians.

Undercliff Byelaw   This document was put on Bricycles website to clarify discussion
about cycling along the Undercliff. In 2005 B&HCC stated that it wanted
it to be made legal for all to cycle along it, but there has been little
progress to date (July 2009). We know that Cycling England is in favour
of cycling being made legal there. BHCC has now made it permissable (2011)  to cycle along the Undercliff, but signs state that pedestrians have priority. As far as we are aware the 1969 Byelaw has not been revoked or amended.

Manual for Streets

The Department for Transport has recognised the need to bring about a transformation in the quality of streets. MfS says that streets should not be designed just to accommodate the movement of motor vehicles. It is important that designers place a high priority on meeting the needs of pedestrians, cyclists and public transport users, so that growth in these modes of travel is encouraged.  2007

Excellent executive summary (in English) of the full report which says that cycle facilities do encourage more people to cycle and make them feel safer. However in reality such facilities actually reduce cyclists’ safety. April 2007

Code of Practice on consultation

The code of practice applies to all UK public consultations by government departments and agencies, including consultations on EU directives. The six consultation criteria are:

1. Consult widely throughout the process, allowing a minimum of 12 weeks for written consultation at least once during the development of the policy.

2. Be clear about what your proposals are, who may be affected, what questions are being asked and the timescale for responses.

3. Ensure that your consultation is clear, concise and widely accessible.

4. Give feedback regarding the responses received and how the consultation process influenced the policy.

5. Monitor your department’s effectiveness at consultation, including through the use of a designated consultation co-ordinator.

6. Ensure your consultation follows better regulation best practice, including carrying out a Regulatory Impact Assessment if appropriate. These criteria must be reproduced within all consultation documents.
